How to bulid *.nsi?

What's the exact problem you are having? Are you getting error #12345? If so have a look at this page:

If you just have no idea how where to start have a look at the examples directory first, or the archive.

If you don't want to put File commands one by one use File /r (read docs for more information about this).

Use CopyFiles to copy the files from the CD's.
