1. Get NSIS package
2. Install it.
3. See the examples that come with it. (which they are can be openned with notepad)
4. See the docs about other instructions.
5. Using your favorite text editor, start coding :)
6. Save your file as *.nsi ;)
7. Alternative there are editors which will help you in your way...
