Reading from an online text file
I am looking for a simple function that reads from an online text file by specifying line number... and yes I thought of downloading it and then reading from it, but I'd rather read from the file with it being online. I'd appreciate any help, if this is feasible in the first place ofcourse.

There is no function or plug-in I know of that is capable of streaming a text file. You'll have to download it.
