NSIS Documentation generation
I see NSIS uses Halibut for generating the .chm, but how? I mean, Halibut support for CHM is not complete yet, and I see some guy **** is the one who provided that support.

Also, are there any other free tools/libraries for generating .chm ?

NSIS uses a custom version of Halibut (it's based on an older version than the current Halibut version) that does support CHM. It is however not intended to be a complete Halibut version but it only contains features required by NSIS.

You are allowed to use this custom version if it suits your needs.
