(Probably) Noob Questions
How would I make a xml file then print some lines to it?Found out at http://nsis.sourceforge.net/Simple_write_text_to_file
Also, can a NSIS installer accept command line variables, like can I have the installer parse the command line?

Also have a look at the GetParameters header included with NSIS and documented in Appendix E of the NSIS help files.
