Eh, no, I think he meant what he said. None of the 2 URLs you've put there lead to NSIS 1.45 (although http://www.nullsoft.com/free/nsis probably will soon whenever Juston gets round to mirroring it..)
I there some humour here that I don't understand, or was it just an honest typo??
