NSIS 2 should be released soon, at the end of January top unless some big issues is resolved.
I have seen the test files but didn't have many comments yet because it doesn't seem ready. The convertor works cool, but it doesn't look like the data from the dl folder (instructions.xml/.xsl) is used in the HTML files for anything but for the short list on the top of chapter 4. Did I miss anything? Is it used to fill data in the HTML anywhere else?

You are right, tha data is used only for the short list on top of chapter4, because the data file contains only those 3 instructions.
But everything is already automated.
Now it's only a matter of making the xml data files from the current documentation and give a better look to html using xsl stylesheets.
I will work on a more complete example in the next few days.
