Create shortcut to pppoe connection on xp?

Am I missing something or is this not as simple as creating a shortcut to the phonebook file. I need to create a shortcut that will launch one pppoe connection but when I use create shortcut to create it, it creates a shortcut that displays a list of connections to select from. I have looked on the web but have found nothing regarding how to do this even at the api level.
