Maybe the commandline version of winrar oder 7-zip can help you...
Extract file to (temporary) plugins dir and run extract.exe
I could not find this utility in Win98, but you can try W2K version (16 kB) on Win9x, may be..

Thanks for the suggestions, i have found a cabarc executable which allows it to work on Win2k and Win 9x
There is a new plug-in in the archive that does this. You can try it.
