How to add a plugin for use

I am unsure of how to add a plugin to for use.

I have a list of plugin under in my plugin folder however when i go to to View -> options -> Then click the plugins link on the left it does not list any.

Do I need to do something in order to use a plugin. I am currently trying to use one but it will not work.

My sysntax is correct so I assume that it has to do with adding it to this list or soemthing.
