rtf in custom page

I need to add an custom page after welcome page
which will show readme.rtf file
Is there some way to make custom page to like to the "licence page" (with only back and next buttons on bottom etc)?

use a second license page and overwrite the buttontext.

as first chance solution I'm add one nsWeb page
from nsWeb plugin (for windows 98+ only):

Page custom "ShowHTMLControl" "" ""

and of course I'm made readme.htm from readme.rtf
