System Restore plugin

No problem, this plugin needed updating anyway (more than 3 years without an update). I wrote the first version in 2005, which is my oldest plugin.

I'm considering moving VS back a version or two, VS2005 looks like the best bet as it supports 64 bit.

I made another minor update, details:

Minor code optimizations, mostly strings aren't static now, they are dynamically allocated.
