Found a way!
1. Open the Tools menu and select Internet Options.
2. Click on the Accessibility button.
3. Click on the Ignore font sizes on Web pages option.
4. Click OK twice to return to the main Internet Explorer window.
Is there a more elegant way?

But I don't have a "View" menu or any menu in HTML Help.
Changing the View menu in Internet Explorer didn't help.

Change it in Internet Explorer before opening the chm (HTML Help).
