is there any way of creating links the same way as on the finish page, but on e.g. custom pages or even the welcome page?
i'm talking about the blue link that doesn't display the url, but instead displays the link text...

Yep, it's a Type=Link. See InstallOptions documentation. Note that you can't put a link on any old page. It has to be (like you rightly said) the Welcome, Finish or any other custom InstallOptions page.
