delete files on Vista

When i try to uninstall the program, somehow, i can't delete them all, i did check the uninstall section and I put Delete file.exe command, and it works fine in windows XP,
but somehow, i couldn't delete few files, it says no permission. Bizarre...

Anyone met this issue before?

Do you have RequestExecutionLevel admin set?

vista : Delete "X:\ProgramData\Microsoft\Windows\Start Menu\Programs\soft\123.lnk"

xp: Delete "$SMPROGRAMS\soft\123.lnk"
