AccessControl Plugin SetFileOwner not working?

I am trying to set the file owner to a newly created user using Access Control Plugin.
I can change the file permissions but somehow i am not able to change the file owner.
I am trying to change the owner to a new user .This new user is created through the same installer.Also the new user i create is an administrator.
Is there any other way to change the owner of the file.

What does AccessControl return on the stack? It should return an error message in English and an error code which you can check with err.exe.
