Howto add release notes the best way (dialog)

Hi there,

I am currently working on some kind of ServicePack for an application. The Specs say I have to show an RTF file. I think it should look like the license agreement dialog but without the checkmark and text (just next, cancel). How can I handle this the best and easiest way?
