How'd I know who is holding the folder?

I call rmdir /r to remove a folder but it turns out that this folder is not removed. So I assume the folder is being held. My question is that how 'd I find out who is holding the folder at this time? Thanks.

The lockedlist plugin comes to mind. But for debugging purposes, there's Process Explorer.
