InstallButtonText "&Start"
Does not show the accelerator key as "S"
Is there some other way this can be setup? Or is it a limitation; i.e. can't be done at the moment?

Darn, actually it does work if you click the "ALT" key. It turns out there is a windows setting that hides the accelerator until you click the "ALT" key. You can change the behavior:
• Right click anywhere on the desktop in empty space
• Select Personalize
• Click “Ease of Access Center”
• Click “Make the keyboard easier to use”
• Check the checkbox “Underline keyboard shortcuts and access keys”
• Click Ok
• Right click anywhere on the desktop in empty space

This "feature" was added in Win2000.
